In continuation of my telegram of the 25th Having consulted Satow, I have decided that a loan by a British Company to enable Chinese to construct the Hankow-Canton Railway in no way damages French interests and that the French en office cannot support the
baseless pretensions of the Belgians to the right to
huless construct the line, they wish to be unfriendly to us in the matter. Further, as the French are distrusted by the Chinese, Satow doubts whether their co-operation would help us to get the railway constructed and agrees with my view that the terms of our agreement with the Wuchang Viceroy should be adhered to.
